2006 budget to be changed in three month’s time

Warsaw (Puls Biznesu) – Yesterday, the government approved of the budget for 2006. It provides for a deficit of PLN 32.6 billion (EUR 8.3 billion). Prime Minister Marek Belka explained that the budget assumes faster economic growth and increase in employment.

I see no crisis in public finances. In 2008, we will easily fulfil the 3 percent deficit against GDP, one of the Maastrich criteria. It won’t be an obstacle to enter the monetary union any longer, Prime Minister said.However, Law and Justice (PiS), the party which won parliamentary elections last Sunday, is not so eager to adopt euro and wants to change the budget law.This is a stagnation budget. We will propose an amendment, Kazimierz Marcinkiewicz from PiS, and this party candidate for PM post said.He added that funds will be shifted for infrastructure (road and railways) investments as well as for EU funds. According to another PiS member, Artur Zawisza, the party would like to limit the deficit to PLN 30 billion.Savings will concern administration mainly. We will close some institutions. Unfortunately, this year we will not manage to implement radical tax changes, Artur Zawisza said.While PiS members say that budget revenues may increase, its in-spe coalition partner Citizens’ Platform (PO) is against it.It’s out of the question. Present finance minister Miroslaw Gronicki has planned too optimistic tax revenues for 2006 already, Zbigniew Chlebowski from PO believed.He also warned that 4 percent increase of expenditures is worrying. According to the draft, tax revenues should grow next year by nearly PLN 15.8 billion to PLN 172.6 billion.(PLN 1 = EUR 0.256)
