BSE tests from Roche fail, laboratories buy them from Biorad

Warsaw (Puls Biznesu) – Tests for mad cow disease bought from EU funds are too slow. The Ministry keeps quiet. Laboratories buy other tests from public funds.

 

Polish laboratories complain that the new equipment to check BSE delivered by Roche Diagnostics Polska, which signed PLN 11m (EUR 2.9m) worth agreement in November 2005 is wrong. According to “PB” sources, the first part of the contract should have been concluded in January 2006. Laboratories refused to sing final documents. They complain that the equipment has failures and needs exchanging. Roche believes that their complaints are over-exaggerated. Veterinary inspectors, in order to do the necessary tests in time, buy them from Biorad, Roche’s rival, which lost the tender among controversies.

 

Roche’s offer was three times cheaper than EU was ready to give Poland for BSE tests. The EU budget financed from Phare funds, amounted to PLN 30m. Biorad expected PLN 25m. The company pointed out Roche made several mistakes in its offer. The offer was allegedly too cheap to guarantee quality. CHS Computers representing Biorad in Poland filed a suit.

 

Maria Laudanska, responsible for the project in the Ministry of Agriculture, was unavailable. Representatives of the laboratories refused to comment. Wiktor Niemczuk, the head of veterinary office in Wroclaw, said that there had been some problems but after one month his employees are getting used to Roche’s equipment. Before, for five years, they had used Biorad’s tests so no wonder there were difficulties at the start, he added. However, Wiktor Niemczuk was the author of the following complaint sent to the Ministry of Agriculture several days earlier: “Roche is not fulfilling the contract as far as the service is concerned. We had a problem with equipment on February 25. Roche employee appeared on February 28 to take the broken unit and said he would deliver it fixed on March 2”.

The service should react within 24 hours. On February 28, the Wroclaw laboratory received 800 samples to be tested.
