It’s worthwhile considering, whether Dialog could be used to stop the monopoly of TP. Capital connections between Dialog and Exatel to balance TP should be analyzed, said Pawel Poncyljusz, PiS MP and the deputy head of the Parliamentary Treasure Commission.

Rumors say, the two companies would be merged with Telekomunikacja Kolejowa (railway telecom), NASK (university networks). The new enterprises would be strengthened with Polkomtel. Polkomtel, the operator of Plus GSM and Sami Swoi mobile telecoms, has had its own problems. For over two years now, its Polish shareholders, including KGHM, PKN Orlen and PSE want to sell their 57-percent stake. British Vodafone which owns 19.61 percent was to buy the stake.

Moreover, if the ideas come true, KGHM, the copper producer, would not sell Telefonia Dialog again.

Two things could stop the process: a low price or a new idea for fixed telecom assets, Andrzej Kowalczyk, KGHM investor relations director said.

KGHM expects initial offers at the beginning of December. The copper producer says that there are many interested companies. There are some problems, however. Netia, which has once nearly bought Dialog, wants to know why another tender is prepared while the former one has not been finalized. The previous time, KGHM said that ABN Amro which was taking part in the transaction, did not represent it.

Wieslaw Kaczmarek, the Minister of Treasure in Leszek Miller government had an idea to found the National Telecommunication Operator two years ago.
