Minister of Transport in a clash with the Minister of Finance

Warsaw (Puls Biznesu) – Jerzy Polaczek, the Minister of Transport, may be dismissed soon. He has problems with the Ministry of Finance headed by Zyta Gilowska.

Warsaw (Puls Biznesu) – Jerzy Polaczek, the Minister of Transport, may be dismissed soon. He has problems with the Ministry of Finance headed by Zyta Gilowska. 

The conflict concerns the amendment in the law on road spending which has not been prepared yet. Kuba Lutyk, the spokesman of the Ministry of Finance believes that there is no conflict.

“There were just differences in the opinions”, the spokesman said.

Now there is a problem how to fill up the gap in the funds for road investment in the years 2007-15. Jerzy Polaczek revealed unofficially that the gap may amount to PLN 30 billion (EUR 7.7 billion). It may be less if the Ministry of Finance agrees to increase the amount from the excise duty and the General Directorate for National Roads and Highways implements fees on the motorways. The National Economic Chamber for Roads supports Minister Polaczek. Wojciech Malusi, its CEO believes that it is the Ministry of Finance who should be blamed for the fact that construction companies have not been paid yet and the law has not been amended.  

The amendment has been prepared by the Ministry of Transport but the government has not approved of it. In 2006, PLN 7.2 billion was spent for road building in Poland. There were PLN 9 billion of funds available.
