Warsaw (Puls Biznesu) - On August 1, a document specifying the rules of the gas market will come into force. The changes will adversely affect the monopoly of PGNiG. After a year of negotiations between Gaz System, the operator of gas pipelines and the energy authorities URE, the rules for the gas transmission are ready.

The changes will adversely affect the monopoly of PGNiG. After a year of negotiations between Gaz System, the operator of gas pipelines and the energy authorities URE, the rules for the gas transmission are ready. They will deteriorate the situation of PGNiG, which has over 90 percent of the market."The rules will be valid for a year. Then, modifications will probably be necessary when we see how it works", Igor Wasilewski, Gaz System CEO said."The changes to not have to be very big", Zbigniew Dzideczek, the member of the board of Emfesz, a gas deliverer, said.

Since August 1, Gaz System clients will have to say in advance how much gas they need. Exceeding the limits or buying smaller quantities will be punished with fines."We want to block the possibility of taking too much of our gas storages which could be dangerous if there is a deficit on the market", Pawel Stanczak, Gaz System deputy CEO stressed.His company will be able to cover gas deficit or accumulate gas in the quantity amounting to 5 percent of the daily transfer. It will be stored in an underground storage leased by Gaz System. Today, PGNiG is the sole owner of a storage 1.6 billion cubic meters big."PGNiG could allow third parties to use the storage but it may be necessary to build new storages", Pawel Stanczak said.According to the bill amending the energy law, gas importers must have 3 percent reserves stored in Poland.
