PERN oil pipeline operator invests PLN 100m in logistic center

Warsaw (Puls Biznesu) Several months ago, PERN, the Polish state-owned oil pipeline operator, acquired Naftoport, the harbor for oil transports.

We plan to build in Naftoport an oil logistics center. The investment may be worth up to PLN 100m (EUR 25m). The project should be realized within

7 years, Cezary Lewandowski, PERN forecast and development director said.

Terminals are to be built allowing for carrying fuel from train carriages. Moreover, short pipelines will be constructed allowing for transport of fuels to Naftoport?s terminals, where they will be loaded to ships. Additional store houses will be necessary here. In the future, a pipeline connecting Plock, where PKN Orlen fuel giant has its headquarters, and Naftoport is going to be built.

This project, however, is much more expensive while thanks to train terminals Orlen could quite quickly start exporting its fuels via Naftoport, Cezary Lewandowski said.

Not everybody is happy with PERN?s plans. The logistic center will adversely affect Naftobazy, another state-owned enterprise. They have sea terminal nearby, in Debogorz, which this year made its losses smaller only thanks to PKN Orlen.

I don?t know these plans. If this project is implemented, it would mean wasting the owner?s sources, Jerzy Malyska, Naftobazy CEO said.

Analysts also point out that these plans may deteriorate the situation of one SOE while improving the condition of another one.

Investments in fuel logistics infrastructure is good move but the plans are good for one side only. In longer term, Naftobazy will pay the price.

The logistics centre will also strengthen PKN Orlen?s position against Lotos, Adam Sek, Nafta Polska CEO commented.
