Telecoms operators in which the treasury has a direct or indirect stake are now discussing plans of how they could come together. Other potential private partners include Netia and El-Net. The shape of this competition to TPSA is not likely to be known for around six months but is likely to be a serious challenge to the so far dominant position of the former monopoly.

KGHM Polska Miedź, the owner of Telefonia Dialog has not ruled out a link up with cash short Netia. The copper miner is even prepared to pump cash into both firms. Negotiations are now under way. In any case a link up make sense. Dialog has plans to take on the Warsaw and Lodz markets where Netia already has a presence. In the current market competition makes little sense.
