Warsaw (Puls Biznesu) – The tender for the system protecting Poland’s eastern border may end with a spectacular defeat. No company wants this contract any longer.

Warsaw (Puls Biznesu) – The tender for the system protecting Poland’s eastern border may end with a spectacular defeat. No company wants this contract any longer.

In upcoming day, Polish border guard, should receive offers to deliver the modern, computer system of border protection. The offers are to be submitted by two consortia led by Computerland and Emax, which went through the first stage of the tender. However, there are rumors that the conditions of the second stage are impossible to be met. It is highly probable that the budget of the project will be exceeded.

The authorities of the Polish border guard, want to have the right to break the agreement in any kind of delay and demand 20 percent fee.

“This provision allows to break the agreement even with 1 day delay. Such a high risk of losing the contracts and fees is unacceptable to sensible companies”, a person close to the tender said.

The two consortia may submit their offers but with much higher prices than the budget provides for (EUR 50m).

“They can amount to EUR 100m because the costs of the failure insurance will be very high. The border guard will not accept it”, “Puls Biznesu” source said.

The system should be ready in fall 2007. The tender has been prepared since 2004. Today, the necessary permissions have not been provided, which means that completing the project within a year is impossible.

The Polish border guard has failed to conduct another important tender: to build a system protecting the country’s sea border. The construction works have been stopped, the case is being viewed by the court, Poland may lose PLN 40m of EU funds. The Polish border guard says that it has no data that the present order could not be completed.
