Warsaw (Puls Biznesu) – The government is going to spend billions of zloty to support technology companies in Poland.

The R&D spending will increase in Poland. Teresa Lubinska, the secretary of state in the Prime Minister’s office has prepared a special program called “Technological Fishing Rod”.

“We want several hundreds technological companies to be founded in Poland. Some dozen of them will be listed. Today, there is no system of founding such companies while entrepreneurs cannot afford to engage their funds in research and development, especially in the sector of high technologies. We want to change it. The program should help the companies and scientists to get ready to absorb EU funds as effectively as possible”, Teresa Lubinska said.

There are EUR 8 billion of funds provided for the years 2007-13.

“This means over PLN 4 billion (EUR 1 billion) annually to be spent for innovative economy. The whole budget for the science will amount to PLN 3.3 billion next year. Unless we get ready, we will again have the situation as in the years 2004-2006 when the R&D spending was supposed to amount to PLN 1.65 billion but it was PLN 0.68 billion finally. And nobody cared”, Teresa Lubinska reminded.

The new program will change the conditions the business and scientists work together. There have been about 400 projects sent for this program. Today, the exports of high technology goods in Poland is 18 times lower than in Ireland and amounts to 2 percent. The R&D spending fell to 0.51 percent of the GDP. The program provides for enabling research centers to commercially sell their patents or build a team which would coordinate the product exchange between the scientists and the business. The program will be subsidized by the state.

“We want separate funds to be spent for high technology. Analyses show that we will be able to launch the program if we get PLN 900m in 2007”, Teresa Lubinska said.

Then, the funds would grow to PLN 1.2 billion and PLN 1.5 billion.
