On 16 November last year a law came into being creating the national motorway fund (Krajowy Fundusz Autostradowy) which opened an account with BGK bank. Money from the excise tax on fuel was to be directed into this account in order to facilitate the construction of the motorways. However there is still no money in the account.
Agata Berdys, press spokesperson for the motorway construction agency ABED claims that the work on inter ministerial instructions has yet to be complete and this is the reason nothing has yet been paid.
The lack of a legal framework means that the Gdańsk Transport Company, concession holder for the A1 between Gdańsk and Toruń cannot start work as under current rules, or lack of them, the project is doomed to failure as it is unprofitable.. In these circumstances no institution is going to forward the necessary credits.
