Andrzej Raczko, deputy finance minister responsible for EU entry negotiations, says that Poland cannot afford not to delay convergence negotiations given the current poor state of the budget. The quick it is in the union, the quicker it gets its hands on EU structural grants and agricultural subsidies.
Poland could get its hands on seemingly limitless supplies of readies. The EU has allotted EUR1.2bn to PHARE projects, EUR1.5bn to ISPA and EUR1.2bn to the SAPARD plans which have yet to start.
