Telecom authorities have a new argument to split TP

Warsaw (Puls Biznesu) – Cooperation between Orange and TP telecom is another reason to split the giant, the CEO of the Office of Electronic Communications (UKE) believes. Decision will be made in November.

A new element has appeared in the analyses concerning the possible split of Telekomunikacja Polska (TP). Another argument for the split may be cooperation between TP and Orange concerning the access to broadband internet using the bitstream access base (BSA).

“Rival operators believe that the internet offer from Orange operates at very low margins. Orange, being part of TP group, may easier than its rivals lower its retail price to the minimal margin. This offer is possible only because Orange is part of TP group”, Anna Strezynska, UKE CEO said.

So far, UKE has repeated that the decision over the split would depend on how LLU is being implemented. In October, results of the control made by UKE will be published. TP says it’s ready to free 2m LLUs this year, more than UKE had expected. The regulator is not satisfied, however.

“There are no signs that I will change my mind over LLU implementation”, Anna Strezynska said.

Within several days, UKE will sign contract with a consortium of KPMG, Instytut Lacznosci and Grynhoff Wozny Malinski lawyer’s office to prepare analysis whether the split of TP is necessary and – if so – how it should be conducted.

“Instinctively, I believe TP should be split. Experts should check whether I’m obsessed or whether the split is really necessary”, Anna Strezynska said.

Experts will have three months for the analysis. Two weeks later, i.e. in the middle of November, Anna Strezynska plans to make final decision.
