Leszek Kwiatek, the general director of the Polish post office believes that his institution needs to spend PLN3bn E PLN4bn in the next four to five years. The cash is needed for computerisation, construction of new terminals and restructuring.
The full details of the expectations of the post office will be known at the end of next month. Whatever it does, the post office will not be able to finance more than around PLN400m annually. The rest will have to come from banks and the government will have to act as guarantor.
The final say so will lie with MPs who are due to discuss the future of the post office in the autumn and to plan its future either in the public or commercial domain.
Not surprisingly the director of the post office argues that it should remain a public service although he accepts that with the liberalisation of the market new solutions are necessary.
