The Agency of Internal Security (ABW) may soon get access to data of all taxpayers. The Ministry of Finance has stopped investment project in its accounting center in Radom and considers shifting it to ABW’s center.
“This idea is a threat of total invigilation. The access of special services to data collected and processed by administration should be tightly regulated and controlled”, “PB” source said.
The center will cost more than PLN 100m (EUR 29.1m) and become the heart of all systems applied by the ministry of finance. ABW says it will have access to data only if there are reasons for this. Specialists say it is possible to provide security systems but still things can get out of control.
The decision to change the location of the center came out of a sudden.
“The project which has already been ordered by the ministry costs PLN 8m. These funds will be wasted because it cannot be applied in the new project. In addition, the center will be built in a secret location, which will cost more”, “PB” source added.
The center of the ministry of finance was supposed to get subsidy from EU funds amounting to 75 percent of costs. Now the support won’t be provided. The cost of the center was estimated at PLN 140m. The buildings only were evaluated at PLN 60m. The investment was supposed to generate PLN 56m of savings within three years. Contracts signed already because of the planned center in Radom amount to PLN 8m.
