Train connecting Okecie airport with Warsaw downtown delayed

Warsaw (Puls Biznesu) – The tender to modernize railways from Warsaw to Okecie airport ended with a fiasco.

PKP Polskie Linie Kolejowe annulled the tender to modernize railway connection from Warszawa Zachodnia station to Okecie airport. The modernization is the condition to launch passenger transport. No offer fulfilled formal conditions.

„The offers lack certificates to exploit equipment to manage railway transport. They should be given by the Office of Railway Transport”, Krzysztof Lancucki, PKP PLK spokesman explained.

Two consortia applied for the order, one headed by Czech Tchas Polska and the other by Trakcja Polska. The offers exceeded PKP PLK plans by about PLN 50m (EUR 13.1m). PKP PLK wants to invest up to PLN 130m. Another tender will be announced as soon as possible.

“We assume that we manage to do it in May. A lot depends on the companies who have their right to appeal and ask questions which would delay the second tender”, Krzysztof Lancucki said.

Meanwhile, the railway was supposed to be modernized till June 2008. The construction works, including two stations and a tunnel were supposed to end in December 2008. First trains to Okecie should go in 2009. With the tender annulled, it may be very difficult to meet the deadline.
