ZUS social insurance monopoly must repeat tender

Warsaw (Puls Biznesu) – ZUS must cancel its tender for a new operator of its telecommunication and IT network. Tomorrow, the agreement for these services expires.

Warsaw (Puls Biznesu) – ZUS must cancel its tender for a new operator of its telecommunication and IT network. Tomorrow, the agreement for these services expires.

The Public Tender Office (UZP) ordered ZUS, Poland’s company collecting social insurance, to cancel the tender for the operator of its telecommunication and IT network worth over PLN 50m (EUR 13.1m). Only one offer was submitted – by TPSA, the former telecom monopoly which has worked for ZUS for several years now. UZP decided that ZUS preferred this company and limited competition.

“We will do what UZP requires us to do with no comment”, Przemyslaw Przybylski, ZUS spokesman said.

The tender will be announced again. Meanwhile, tomorrow the agreement with TPSA concerning operator services expires.

“We are going to apply to UZP to allow us to sign agreement with TPSA for one month at the beginning and than for a year. Within one year, we will have conducted the new tender”, ZUS spokesman said.

TPSA refused to comment. Competitors hope that the next tender will be more fair.

“I’m very glad with this decision because the tender preferred TPSA. If the next tender is fair, we will submit a good offer. Thanks to competition ZUS can gain much better conditions”, one of TPSA rivals told “Puls Biznesu”.

“18 companies were interested in the tender but only one submitted its offer. This tells you something”, another person said.

Conditions offered by TPSA were not that bad: ZUS estimated it would have to spend PLN 77m within three years. TPSA’s offer amounted to PLN 77m. The tender was to indicate the operator for ZUS for 3 years.
