The Ministry of Internal Affairs and Administration (MSWiA) broke the law when it cancelled the tender to buy 7,500 PC for offices all over the country, the national chamber of appeal decided. In consequence, the ministry will have to buy the equipment it says it does not need paying at least PLN 15m (EUR 4.2m). In addition, MSWiA has no longer funds for the computers because it resigned from EU subsidy. The ministry may appeal against the decision at the court. If it loses, its costs and shame will be even bigger.
There were plans to use 7,500 computers for the new system of evidence, the PESEL2. The problem is that the whole project failed and will be implemented with big delays. The ministry decided that it would need the PCs next year, or maybe even later. At the end of December, it annulled the tender announced in July 2007. Many companies taking part in the tender believed this was not fair.
“This is not serious. For half a year we prepare the offers and then clerks say they don’t need us”, one of the companies said.
