Stationary tender

Polish railways authority PKP is coming close to a decision on how it is going to want Warszawa Centralna to look after modernisation work.

Roman Hajdrowski, press spokesperson of PKP says that there will be a tender for the project before long although it is not yet possible to get an exact date.

The last tender was annuled by the PKP on 20 March. Officially the reason given was the lack of security for the company and the unclarity of the position of Warsaw municipal authorities within a deal that was designed to involve them.

The next time round the PKP will ask for a USD1m guarantee. Furthermore the tender will be changed from seeking a developer who would form a joint venture with the PKP and Warsaw authorities to that of a long term lease of land over the station with the obligation to rebuild the ticket hall and underground platforms.

Tishman Speyer Properties (USA), ING Real Estate (Holland), ECE (Germany), Skanska (Sweden) Tantex (Australia) and SAP-Projekt (Poland) all applied for the first tender. PKP will be hoping to attract them back the second time round.

Whereas the PKP has written to all these companies and told them that their offer will be considered in the new tender it is clear that they all might not show so much interest as the lease will lessen the value of the project for them.
