Warsaw (Puls Biznesu) – Despite problems with tenders to build border protections systems, Polish Border Guard (SG) keeps starting new IT projects. Since spring, over PLN 100m (EUR 24m) of tenders have been announced. SG signed agreement to develop telecommunication system. NextiraOne Polska will earn PLN 20m while Intertrading PLN 4m. A consortium of S&T and Infovide won a tender to prepare assumptions to build central data base worth PLN 4m. This tender is not ended because of protests.
The biggest tenders face most protests, including the data processing centre worth PLN 40 m and a project to develop the network worth also PLN 40m. The data processing centre lured two companies: Qumak-Sekom and Ster-Projekt. Qumak offered a lower price (PLN 38m), while Ster-Project exceeded the budget (PLN 48m) but the latter protested against both the order and Qumak’s offer. The second tender was won by Biatel (it offered to build the network for PLN 25m, nearly half of the price given by its rivals) but competing companies protested against the tender.
Two biggest tenders announced by SG – for the system protecting sea and land borders, worth EUR 40m and EUR 52m respectively, have not been solved either. In the first tender, SG signed agreement with Italian Selex Sistemi Integrati but companies, which lost filed a suit. In the second tender, the companies which lost have filed suits, too. SG excluded nearly all offers due to formal reasons and only the consortium led by Computerland was allowed to take part in the second phase of the tender.
