Warsaw (Puls Biznesu) – There are new controversies in the tender for IT system protecting Poland’s sea border worth EUR 40m. “Puls Biznesu” received a copy of the offer made by the winner – Atlas Elektronik/WPRT with mistakes underlined by rivals who lost the tender.

Warsaw (Puls Biznesu) – There are new controversies in the tender for IT system protecting Poland’s sea border worth EUR 40m. “Puls Biznesu” received a copy of the offer made by the winner – Atlas Elektronik/WPRT with mistakes underlined by rivals who lost the tender. ‘The commission failed to notice those mistakes although they saw all minute problems in offers of three cheaper companies’, one of the companies’ representatives commented.

Atlas was chosen while three cheaper offers were rejected. According to ‘Puls Biznesu’ source, border watch authorities received several protests. ‘Companies were not allowed to offer variants, while Atlas proposed two kinds of cameras (one of them was to be chosen). Besides, all pages had to be signed and the second stage of the project was to be realised within 9 months. Atlas did not fulfil those conditions’, a rival company complained. This is true – Atlas failed to sign all pages in its offer and proposed to finalise the project within 11 months. ‘How could the commission not notice such mistakes? Especially that Atlas made the same mistakes in the pilot offer’, another source told ‘Puls Biznesu’.

It is the Ministry of Internal Affairs (MSWiA) who is responsible for the tender. Because of delays, the agreement has to be signed till June 30th or EUR 40m from EU will be lost. MSWiA assures that the tender was conducted well. ‘Protests are being viewed now. When this is completed, the decision will be published’, Jaroslaw Skowronski, MSWiA spokesman said. The first tender for pilot system was won by Ster-Projekt and Denbridge but the Representation of the European Commission cancelled the decision and pointed at Atlas Elektronik/WPRT. The company delayed the works: instead of November 2004, it ended the pilot project in March 2005.
