Open skies hinder EU talks

It is expected that Poland will conclude EU entry negotiations on transport by the middle of this year.

One of the sticking points is the open skies agreement which in any case has not been agreed to by the EU due to Spanish claims that its citizens should not have to go through British passport control at Gibraltar. Poland does not want to agree to the open skies policy now and reserves the right to change its mind at a later date. In any case a liberalisation bill was vetoed by the President and has to be rewritten. This will take time.

Another problem is the EU’s demand for a transition period before allowing Polish transport companies access to its markets. Poland recently dropped its understandable request to bar the heaviest lorries from its roads which are not equipped to take them. It has now allowed the heaviest vehicles on sixty percent of the national network.
