The last phase of the tender to deliver the electronic supervision system to
monitor prisoners worth PLN 300m (EUR 93m) has been started.
The ministry of
justice waits for the offers till the end of this week only. Some companies say
that the tender favors one company only.
The tender is fair, specification is
open and well prepared. The tender has not been constructed so that there is
only one winner', Lukasz Redziniak, deputy minister of justice
said.
Companies don't like the fact that financial requirements are too high.
They say that some conditions are unnecessary, including the concession to
be a security company, while technical requirements are low.
Instead of high
requirements for the system, the ministry wants the concession which is not
necessary in this tender. It should be a tender to deliver a good system.
Quality of IT system should be a priority and not the muscles of people who will
provide it', one of the companies said.
In addition, the ministry requires
insurance up to PLN 70m.
This is a tender to deliver services worth several
hundreds million zloty so this amount is suitable. The partner must be
credible, Lukasz Redziniak explained.
All security companies in Poland have
insurance up to several million zloty and that's enough. There is only one
company with such insurance', another person said.
It is G4S Security, one of
world's biggest security companies which has a similar system of prisoners'
monitoring in the UK. Jerzy Bochenek from G4S Holdings Polska confirmed that the
company will take part in the tender.
