Warsaw (Puls Biznesu) – Three consortia accuse each other not to let the other win the harbor tender. The EU financing is in danger.
The management of Port Morski Gdansk harbor announced a tender in September 2005 to develop coast and road infrastructure in the ferry terminal Westerplatte. 16 companies asked for details of the tender, and three consortia submitted their offers, including: Warbud and Vinci Construction Grands Projets; Doraco and MTM as well as Hydrobudowa and Energopol. The latter consortium was excluded from the tender due to the lack of the financial report.
“We protested against this decision and we were allowed to take part in the tender”, Boguslaw Czerniawski from Hydrobudowa said.
The price was the only criterion. Hydrobudowa and Energopol offered PLN 43.67m (EUR 11.5m), the lowest price, and won. The consortium comprising of Warbud and Vinci did not agree with this decision. Their appeal was accepted last Thursday. Warbud and Vinci offer PLN 47.99m while Doraco and MTM – PLN 48.2m. The harbor authorities must now again analyze the offers, and cancel the one chosen as the most favorable. Hydrobudowa is going to appeal, according to Boguslaw Czerniawski. The representatives of Gdansk harbor are afraid that the project will collapse.
“We have deadlines. Unless construction works are finished till the end of 2007, the EU will not refund the promised amount of money and the funds will be lost”, Roman Kolicki, the spokesman of the management of the Gdansk harbor said.
