Ambitious energy plans

If the ambitious plans of Jakub Tropiło, the treasury minister minister responsible for the privatisation of the energy sector, are realised then receipts this year could come to PLN5bn. However, if that were to happen they the treasury would have to complete the sale of 26 energy companies this year — something which seems highly unlikely.

Half of those receipts planned for this year come from distribution companies. The sale of those belonging to the G-8 (Gdańsk, Płock, Toruń, Słupsk, Olsztyn, Koszalin, Elbląg and Kalisz) have already begun with a 2 March deadline on offers. However it is believed that it will be difficult to complete these sales on time, especially as other energy privatisations such as the Warsaw Stoen are also planned.

The privatisation plan for Stoen is planned for the beginning of March although the government has not accepted the suggestions of its privatisation advisor who proposes finding an investor. Jakub Tropiło says that a maximum of a 25 percent stake can be offered to one firm.

Privatisation of the production companies is also planned including the power stations at Stalowa Wola, Kozienice, Dolna Odra and Ostrołęka. Six central heating plants should also become private this year. The Gdańsk plant was sold several months ago to a consortium made up of Electricite de France and Gaz de France although it still has not gone through. Jakub Tropiło believes that it will be finalised next month.

The heating plant at Białystok is to be bought by the French SNET. The Zielona Góra CHP has four suitors: Sydkraft, GDF, Dalphia and Kogeneracja. The latter is also interested in the Tychy CHP along with Vattenfall and SNET.
