The Ministry of the Treasure is going to consolidate the whole energy sector, Wojciech Jasinski, the Minister of the Treasure, said yesterday in the radio interview. In his opinion, there are potential buyers of ZEDO, Ostroleka and Kozienice power plants but the government has another idea.

“We want to consolidate the energy sector and then list the group on the stock exchange. It is a good and fair plan, profitable for the economy. Unless we consolidate the energy sector vertically, the others will do it”, Wojciech Jasinski said.

However, according to the government plan which is being implemented now, only ZEDO is supposed to join one of the groups – PGE. According to “PB” sources, the representatives of the remaining two power plants do not take part in the works of the teams preparing the consolidation. It is possible that Kozienice and Ostroleka would be merged with Energa or Enea distributors.

“Investors were asked to prolong their offers. All of them did it but formally they are not bounded any more because too much time passed”, Agnieszka Steindl from the press office of the Ministry said. Only 4 out of 16 Polish power plants have been privatized so far. The privatization of Kozienice and Ostroleka has lasted for very long already. The recent invitation concerning the privatization of Ostroleka has been announced in December 2004. Out of three investors, Eectrabel Polaniec and a consortium of Elnord plus Energa, were placed on the short list eight months later. The Ministry has been negotiating with them since September 1 2005 officially. The investors say that there are no talks being held while their offers were prolonged because they asked for it. As far as Kozienice power plant is concerned, the history is equally long. The Ministry of the Treasure gave up the tender because the offers submitted were not good enough. On August 11 2004, the decision was made to list the company. On May 19 2005, potential buyers were again invited to submit their offers. Six companies were on the short list, including the Czech CEZ, Spanish Endesa and Iberdrola, Enea, German PCC and Swedish Vattenfall. According to the recent communiqué from the Ministry of the Treasure, negotiations have been going on since December 13 2005.
