Rafael will have to offer another offset agreement to substitute the planned acquisition of two gas carriers from Stocznia Gdynia shipyard worth USD 168m.

“This transaction is on our official list. We want, however, Rafael to offer something else instead. We must avoid projects which are not totally clear, and this is the case”, Wojciech Kade, deputy head of the offset program department in the Ministry of Economy said.

The implementation of Rafael’s offset program worth USD 440m is not running smoothly. The direct offset, i.e. the transfer of technology from the Israeli company to Zaklady Metalowe Mesko, where the shells are to be assembled, runs according to the schedule. The indirect offset, i.e. projects not connected with the army, is a different case. Two months ago, “Puls Biznesu” informed that the problems concern Beldor Business Corporation (BBC), a Switzerland company with Israeli capital, which Rafael ordered part of the offset.

BBC was responsible for the shipyard offset project. The deadline was shifted from 2004 to 2005, but failed. So did another project of BBC – offering guarantees to payments promised by ship managers to Stocznia Gdynia. Korporacja Polskie Stocznie, the entity responsible for the privatization of the shipyard industry in Poland, asked a credit information company to verify the mysterious partner. “Puls Biznesu” revealed the outcome of the search, discrediting BBC. Another failed project was the acquisition of tractors produced by Ursus worth USD 6m. BBC did not do that. The Ministry of Economy does not worry, claiming that another project was offered instead. However, the new project is still planned. Two days ago the offset committee approved of projects worth only USD 1.1m.

“We give Rafael time to prepare new projects. We hope for ones including the transfer of new technologies”, Wojciech Kade explained.
